IRADE: It is the leadership /chiefdom / presidency / headmanship stage. IRADE can be described as the level of wanting something; desire and determination to choose the right instead of the wrong and the skill of acting in a direction without showing any frustration, boredom. This stage exists in all organizations. It has to be. It has to start organization (s), to have the legal, financial and administrative responsibility against other structures in the universe of the organization and to establish a relationship with these structures (other organizations or persons). Direct IRADE (or those who have full representation for the IRADE) is responsible for the results of the activities carried out by the organizations. In commercial organizations (enterprises, companies, etc.) this stage is the stage formed by the principal (s). IRADE is a matter of self-discipline (responsibility and anxiety of losing position in the work flow). IRADE exists with “power” of intervention and inspection.

Those who are from IRADE authority are as powerful as the ability to dominate the tangible and intangible assets that are buried in the organization and the returning system. Power is meaningful with an intent. If the legal intent cannot use, manage the existing power, then in this case someone else will use the existing power, tangible and intangible assets and consume them in accordance with its own interests, fears and concerns and ideologies. The most important point that must be considered is hat power cannot be idle.


Power is defined as the skill the position, form of the object in physics and in social sciences, it is defined as the degree of influencing the attitudes and behaviors of others. Desire (IRADE) is not sufficient for the existence of any work, also power is necessary to mobilize. However, power in social systems is a relative concept. It is limited with time and space. Contrary to common understanding, it is not a transferable element. The network of wealth and relations can only be transformed into power by an IRADE. In many companies, the heirs turned wealth into disasters with weakness of IRADE or lack of power.

The power is mobilized due to its nature but this movement must be in accordance with a direction. Because to mobilize a business and keepi it in motion exists with the purposes. It is obvious that there can be no direction without foresight. In the absence of foresight, the IRADE turns into “persistent”, the power turns into “bullying”, which is often used to fight with elements that are accepted as the source of the problem to solve instant problems. The only purpose for the organizations without direction is income. When the organization’s sole purpose is income, the aim of the elements forming the organization is to take a share from the profit. Because being omnidirectional leads to uncertainty. Mankind focuses not on producing in uncertainty environments but on reserves. However, the reserve will eventually be consumed.


It means seeing. It is to see whole from detail, to remove the detail from the whole, to look from the close and see the far away and to see the possible things with mind by considering the past. It is similar to the vision in the Western literature. However, the vision is unfortunately used in meaningless meanings such as “dreaming, ambitious dreams.


The direction is a concept that includes three elements: (1) Standing, (2) Moving towards a goal, (3) Not making concessions of values while proceeding.

Today, the direction is confused with the concept of strategy. Strategy is the action patterns developed by considering their own power and environmental factors for the problems or opportunities that may arise before you move in a direction. It is also described as the coherence of possibility and the competence. Strategies become meaningless when their justifications remove. Businesses / organizations that do not have a direction, and that are not identified as politically, are constantly struggling with the elements which they see as competitiors through strategic studies.

The concept of direction differs from the strategic plan. Strategic plans are the plans that are prepared by drawing attention to the strengths and weaknesses of the organization without revealing any politics, without knowing the whole, without considering the law of the whole. This causes a meaningless result in the main competition. The persons and institutions to be cooperated in the process are turned into competitors and entered into conflict. For this reason, IRADE recommends the use of concepts of direction and direction guidance instead of the concepts of strategy and strategy development except in special cases.

Anka Consultancy Group determined that the companies made activities that shall damage the sector in the name of competition in the studies made with many enterprises such as ITO (with hundreds of thousands of members), KOSGEB (supporting tens of thousands of SMEs) etc within the period of 20 years. Therefore, especially for growing businesses in Turkey, IRADE has the approach that a different model which is not limited with strategy concept and performance of the project with direction concept based on the sharing not destruction is needed.


Politics forms an order to protect the law of the whole (organization, customers, suppliers, stakeholders, etc.) and to to keep the expectations of the components forming the whole in a certain satisfaction range.

It is not correct to perceive the concept of politics as a politician activity in our day. Definition is also a valid concept for businesses and is a high-level requirement. In fact, it contains policies. Policies that are the rectifying factor for continuity of foresight and direction in an organized structure develop the law of whole in protective manner as per the definition of the concept of politics.


It is to keep under supervision, the ability to control and to read the situation in a timely manner, and to recognize the gap between the detected and the direction. The IRADE can intervene with this determination, make arrangements in the direction, regulate procedures or set new procedures and principles.

While the investigation covers both the control and audit concepts in the western language, the concept of intervention also includes the proactive approach in the western language and the concept of corrective preventive action, but also the strategic management elements due to being made on the direction.


It means to start/do activities from today by considering the end. It should not be confused with strategy.

It is to carry out the necessary activities in order to perform the works with peace instead of paying a price/ have someone pay the price (in both cases, major resource loss occurs) by seeing the problems in advance. But the real question is: Where is the future without direction?


The second stage after the IRADE stage in the organizations; it is the direction of IRADE for the organization and the representation stage that shall plan, coordinate and supervise and control the works to be done in this direction.

Representation consists of two main elements: These are the system / method / procedure and the manager / supervisor who will act according to this system. These two factors are multiplier factors. In other words, it is not possible for a good manager to get a good result in a corrupted system, and it is not possible to get results with bad manager in a good system. Although there are universal rules, management includes some elements specific to each organization / company. These elements vary according to cultural differences, the capability and power of the leader, the position in the market and the relationship between the form and the sectoral dynamics. For this reason, there may be significant differences in the management systematics of the two companies doing the same job.

The stage of representation is the level using the power / source produced by the IRADE. How will this stage use this power? It can be said with the power given by the IRADE based on a concept concocted with a wrong understanding. However, it is certain that the authority is not transferable. If the authority was something that could be transferred, the people who had the authority, could carry out the works in the same way. The concepts such as qualification merit; irregularity and corruption would not be on our agenda.

The representation stage takes its authority from two main elements: The first takes the power from customs which are known and developed for years in the organizations and the restrictive and descriptive rules, such as procedures, principles, regulations, plans and budgets laid down in written texts; the second takes power from the practice, education, human skills gained by the education. Those who have these skills are called dignitaries / bureaucrats.

So, who determines the written rules? Who confirms? Who provides the legitimacy of dignitary? Here is another upper concept in the representation stage: Assembly / board / top board / board of trustees / board of directors…

Today, the board of directors is the highest decision-making body where the IRADE responsible from the direction of the companies / organizations, the formation of internal legislation, the representing and binding the company against the outside world. In fact, IRADE occurs in the shareholders and beneficiaries at all companies, representation occurs in leader, parliament and dignitary stages.

In today’s companies, the problem arises from the fact that the relationship between the IRADE and the representation stages is not defined within the legitimate limits, in other words, it arises from the uncertainty of these relations.


The third stage is the stage of qualification / specialty / professional stage. This is the stage where the works are done, the resources are spent and the results are obtained. Almost all rules / standards of this stage are universal. To effect from company dynamics and culture is extremely low. Nowadays, the standards of any product or even the production stages and the characteristics of the profession experts that will realize this production are rapidly reaching global standards.

Profession expert gains the right to exercise that profession by having a series of processes. In other words, the profession of profession expert is inherent in the profession.


The biggest problem of commercial enterprises today is the disappearance of the legitimacy of the decision resulting from the information gap or information differences. The opposite of the decision is sacrifice. In a matter, deciding in a metter means sacrificing the others. To sacrifice is not to ignore. The things that you have sacrificed are the things that you know, maybe you’ve experienced or researched, analyzed, and believed you should keep outside.

It is possible to decide with moderation because the decision comes with other elements that you will sacrifice: Commercial life is in a loop with the nature of thousands of intertwining elements feeding each other. Your decisions require to keep some of these thousands of elements to a certain extent and to exclude others. However, it should be kept in mind that what you hold and exclude is intertwined. To give decision is related with what to sacrifice with the condition to be moderate.

The concept of decision legitimacy is related with the ability to measure, measuring skill and the influence power of the decision in effect field Therefore, it is not possible to take decisions without knowledge. The information required for the enterprises must be continuously produced. Company’s acquis and experience form a value only when it is fed with constant knowledge. Contrary to popular belief, experience is not a past accumulation but a value that works today. The “thing“ that has been disconnected today is not the experience but the memory. The acquis (accumulation) is related with the future. The “thing” that cannot be carried into the future and which does not work in the construction of the future is not the acquis but stage.

The legitimacy of the decision is provided in three stages. In decisions; (1) the reasons should be open and based on information, (2) they must be taken by the relevant authority and (3) by consultation.


It is the whole set of procedures, principles, rules and methods necessary for the penetration of the doctrine and policies approved by the IRADE into the organization.

IRADE uses the power of inspection and intervention through standards. Therefore, with the exception of professional standards, regardless of the person in organization, the standards must be in constant and controlled control. In fact, standards are the analysis of policies. These standards must penetrate all stages in the organization and suppliers and customers should also know these standards. For example; In the financial management standard, there must be a fundamental policy (Borrowing is not acceptable; borrowing exceeding 30% of the last 5-year average is unacceptable, etc.) and regularity must be continuous for having such order. Standards are specific to every company, there is no generally accepted standard. Because each company has its own culture and is directly related to the applicability of the standard.
